Previously, Dalton served as the Member Engagement Manager for the Dallas Regional Chamber and before that, he was Small Business Majority's Engagement Coordinator. He currently resides in Dallas, TX.

An Phan is a seasoned executive with 20+ years of experience driving growth, profitability, and market expansion across startups, global enterprises, and mission-driven organizations. As Chief Programs Officer at BCF, he leads initiatives that empower small businesses to compete for corporate and government contracts through targeted financial training, improved access to capital, and strategic networking opportunities.

Prior to BCF, An held senior leadership roles at fintech startups and major corporations, including Citigroup, Wells Fargo, and McKesson. There, he spearheaded enterprise-scale initiatives across operations, product development, marketing, and business strategy. He holds a BA from Hampshire College and an MBA from the University of Southern California.
